Project Introduction

Ulaanbaatar Clean Air Project was successfully implemented from 2012 to 2019 with a soft loan from the World Bank. AF UBCAP was established in order to expand previous measures that had a good effect during the implementation period and increase the scale and number of beneficiaries. It has been implemented with the funding of 12 mil. US dollars from the World Bank. AF UBCAP consists of 4 main components:

A. Ger Area Particulate Matter Mitigation

B. Patriculate Matter Mitigation in Central Ulaanbaatar

C. Public Awareness Raising, Project Management and Monitoring and Evaluation

D. Electricity for Heating in Targeted Areas

Project Objective

The project development objective (PDO) is to enable consumers in selected areas to access heating appliances and services producing less particulate matter emissions and to further develop selected medium-term particulate matter abatement measures in Ulaanbaatar in coordination with development partners. Within the framework of this objective, activities will be aimed at improving the coherence, increasing benefits, and filling in the gaps of previous and ongoing projects implemented to reduce Ulaanbaatar’s air pollution.

Project Area

  • Ger area households in the predetermined 41 khoroos of 5 Ulaanbaatar districts that meet the technical and financial requirements of the project will be included.
  • Up to 10 state and MUB owned HOBs will be included.
  • Schools and kindergartens located in the central and ger areas of Ulaanbaatar
  • Precast concrete apartment buildings in Ulaanbaatar city
  • 2 selected locations for greening activities
  • Medium-term air pollution abatement measures included in the MUB action program
